Joint Chair for three Trusts signals greater collaboration for patient care
Central London Community Healthcare NHS Trust (CLCH), Central and North West London NHS Foundation Trust (CNWL) and West London NHS Trust (WLT) are pleased to announce the appointment of Tom Kibasi as our new joint Chair. Tom will take up his position on 13 November 2023.
The three Trusts have already established partnership working through the Provider Collaboratives in community and mental health services and intend to deepen their joint working in the future.
Tom will now oversee the creation of new shared governance arrangements for the three NHS organisations to facilitate more joined-up care in the communities they serve. All the Trusts are committed to maximising the benefits of closer working.
Tom has nearly 20 years’ experience in healthcare. He was appointed as the Chair of CNWL earlier this year, having joined the Board in 2016, chaired the Quality Committee since 2018 and been Deputy Chair since 2020. Tom’s career spans the private, public and not-for-profit sectors and he currently works in biotechnology.
Of his appointment, Tom Kibasi said:

“I’d like to express my thanks and appreciation to Angela Greatley, for her service as Chair of CLCH since 2016, and to Liz Rantzen, who joined the Board of WLT in 2013 and served as interim Chair since April this year.
During this time, both Trusts have gone from strength to strength. Angela and Liz have made huge contributions to CLCH and WLT and they will be sorely missed.”

About Tom
Tom’s experience spans the private, public and not-for-profit sectors.
He was Executive Director of the Institute for Public Policy Research from 2016-2020. While at IPPR, Tom founded and chaired the Commission on Economic Justice and a major review into the future funding of the NHS which helped to secure the multi-year funding settlement.
Tom spent more than a decade at McKinsey & Company, where he was a Partner and held leadership roles in the healthcare practice in London and New York, working in 20 health systems around the world and many international institutions, notably the Global Fund to Fight AIDS, TB and Malaria. Tom co-founded the non-profit Innovations in Healthcare which supports social entrepreneurs around the world.
Earlier in his career, Tom worked at the Department of Health where he was Senior Policy Advisor to Lord Darzi for his landmark 2008 review of the NHS High Quality Care for All. He continued this collaboration with Lord Darzi for the Better Health for London report of the London Health Commission in 2014 and the Better Health and Care for All report with IPPR in 2018.
Today, Tom works in the biotechnology sector where he helps to conceive, create and scale breakthrough bioplatforms that are aimed at keeping people healthy through the detection and early intervention of chronic disease.
About the Trusts
Between them, CLCH, CNWL and WLT provide community services, mental health services and many specialised services such as sexual health, HIV, children’s services, support for people with autism and learning disability and addictions as well as leading forensic services (at Broadmoor Hospital, in medium and secure settings, and in prisons).
The Trusts work across North West, South West and North Central London, Hertfordshire, Milton Keynes and Surrey, from a range of settings, including hospitals, clinics and within the community.
