CLCH celebrates double shortlisting at national HPMA Awards
Central London Community Healthcare NHS Trust (CLCH) has been shortlisted in two categories at the prestigious Healthcare People Management Association (HPMA) Excellence in People Awards 2026.
CLCH's People Directorate has been recognised for delivering a remarkable transformation in temporary staffing, helping the Trust move from high levels of agency dependence to sustained, near-zero agency usage. Through strong governance, evidence-based workforce planning and close collaboration across human resources (HR), temporary staffing, finance and operational services, the team achieved an 87% reduction in agency spend and a 44% reduction in overall temporary staffing costs between January 2025 and January 2026.
By March 2026, agency expenditure was reduced to just £0.03m, significantly below NHS England spending caps, while investment in substantive staff increased by £24.2m. This work has strengthened workforce stability, improved patient safety, enhanced staff experience and delivered long-term financial sustainability for the Trust.
HR Advisor Rose Ilunga has been shortlisted for Learner of the Year in recognition of her inspiring professional development journey. Joining CLCH in an interim junior HR role with limited HR experience, Rose demonstrated exceptional commitment to learning and development, completing her Chartered Institute of Personnel and Development (CIPD) Level 3 qualification while working within the Trust.
Through dedication, curiosity and a strong commitment to applying her learning in practice, Rose progressed to a substantive Band 6 HR Advisor role. She is now supporting senior colleagues on complex employee relations matters and is recognised for her collaborative approach, professionalism and growing leadership potential.
Being shortlisted for two national awards is a fantastic achievement and reflects the talent, dedication and impact of our people. The winners will be announced at the HPMA Excellence in People Awards ceremony on 12 November 2026.
